DCSA Plans Consolidation of Three Contracts Under Future BOSS Competition

The Defense Counterintelligence and Security Agency has approved a consolidation strategy for its Business Operations Support Services, or BOSS, requirement, combining three existing support efforts into a single contract opportunity.

What Contracts Are Being Consolidated?

According to the notice issued Thursday on SAM.gov, the upcoming BOSS competition will merge work currently performed under The Prospective Group’s BOSS Bridge Program, System Engineering and Technical Assistance support provided by OCT Consulting and elements of the five-year, $889 million One Information Technology, or One IT, contract awarded to SAIC in April 2023 to modernize DCSA’s enterprise IT environment. The resulting contract is expected to provide DCSA with enterprise business operations support, process improvement capabilities and program management assistance.

Why Is DCSA Consolidating the Requirements?

Following market research, the head of the contracting activity and senior procurement executive determined that combining the requirements into a single task order provides the best value to the government. The unified effort is expected to enhance operational efficiency and support delivery and reduce administrative overhead. It also lessens the post-award administrative burden by eliminating redundant tasks, including monitoring performance, processing invoices and ensuring quality assurance. In addition, the reduced workload enables government workers to focus on strategic mission oversight instead of routine contract administration.
