The Department of the Air Force is seeking whitepapers from companies interested in joining the Arnold Engineering Development Complex, or AEDC, Velocity Alliance, a new consortium-based initiative to accelerate modernization and sustainment of national test infrastructure.
According to the solicitation published March 17, AEDC, in partnership with the Air Force Test Center, established the alliance to create a pre-qualified industrial base for a multibillion-dollar portfolio of engineering and construction projects. Once the consortium is established, projects under the initiative will be competed exclusively among alliance members.

What Is the AEDC Velocity Alliance?
The government said the effort is intended to support sustainment, restoration and modernization of critical test infrastructure needed to validate advanced defense technologies operating at higher speeds and altitudes and requires integration with sensors and data networks. The alliance will cover a wide range of project areas, including construction, process systems, electrical engineering, fire suppression and equipment repair.
Performance locations may include Arnold Air Force Base in Tennessee, Holloman Air Force Base in New Mexico, Tunnel 9 in Maryland and the National Full-Scale Aerodynamics Complex in California.
How Can Vendors Join the AEDC Velocity Alliance?
Vendors must submit whitepapers for evaluation to be invited to a mandatory site visit and to sign the official AEDC Velocity Alliance Membership Agreement.
For the first onboarding opportunity, questions are due May 1 and whitepapers are due June 1. Those who pass the initial evaluation must attend a mandatory site visit at Arnold Air Force Base in June, ahead of the anticipated July 1 consortium live date. A second onboarding opportunity opens in September.
The request for whitepapers notice will remain active through Sept. 30, 2032, allowing additional onboarding opportunities over time.
