According to a request for information notice posted on SAM.gov, DHS’ Office of Biometric Identity Management is transitioning from the hardware-based Automated Biometric Identification System to the cloud-based Homeland Advanced Recognition Technology system.
The OBIM is in charge of providing biometric and biographic identification services to federal, state and local governments to guide decision making. The agency also manages biometric identity information for over 262 million individuals.
As part of its move to HART, the OBIM plans to expand its biometric identity management services to include additional modalities and stakeholders and actively engage with standards development organizations such as the National Information Exchange Model and the International Organization for Standardization.
The office is soliciting responses from academia, scientific and engineering organizations, and industry on their capability to provide next-generation identity research, engineering, prototype and standards development, technical support, and subject matter expertise.
Submissions are due on Oct. 18.
