What Is the Scope of the Proposed ICAM Support BPA?

According to a notice published Thursday on the Acquisition Planning Forecast System, DHS lists the requirement as a follow-on and intends to make the BPA available across the department. The agreement would support DHS’ efforts to meet goals under the Federal Identity, Credential and Access Management framework, which the Office of Management and Budget administers.

Work under the BPA would span screening and vetting, identity and attribute management, credential issuance and revocation, data protection, secure authentication and automated provisioning. The contractor would also recertify user accounts, remove access when needed and conduct continuous monitoring.

DHS did not designate the requirement as a small business set-aside and identified Washington, D.C., as the place of performance.

What Is the Timeline for the Planned ICAM Support Services BPA?

DHS expects to issue the solicitation around Nov. 20 and award the BPA in the first quarter of fiscal year 2027. The forecast lists Dec. 12, 2027, as the contract completion date.

Who Is the Incumbent on DHS’ ICAM Support Work?

Dignari, an Alexandria, Virginia-based technology services provider, holds the current contract.

In August 2021, Dignari secured a single-award, five-year BPA worth up to $99 million to deliver ICAM support across DHS and its components. A year later, the company booked a two-year, $29 million task order to support U.S. Citizenship and Immigration Services in rolling out an enterprisewide ICAM environment.

What Other DHS IT Acquisitions Are in the Works?

The planned ICAM BPA follows other DHS efforts to secure support for its departmentwide IT systems. In March, the department began preparing a blanket purchase agreement to ensure the continued operation of its data lakehouse environment and intelligence platform.

In August, DHS outlined plans a follow-on BPA valued at over $100 million to a systems integrator that will operate and maintain its OneStream software platform. The department expects to award the agreement in the second quarter of fiscal year 2027.

DHS has forecast a recompete worth over $100 million for services supporting its Trio Financial Systems Modernization Solution, with Deloitte holding the incumbent task order.
