- NSWC Philadelphia seeks proposals for a SUBSAFE multiple-award IDIQ supporting vessel repair
- The work covers at least four submarine classes at shipyards and bases in eight states
- Offers are due Dec. 4 through the Department of War’s PIEE Solicitation Module
The Naval Sea Systems Command has opened a competition for a multiple-award, indefinite-delivery/indefinite-quantity contract supporting the Navy’s submarine safety program, or SUBSAFE.
The Naval Surface Warfare Center Philadelphia Division posted the solicitation Thursday on SAM.gov and set a Dec. 4 deadline for proposals.
The contract carries a cumulative ceiling of $239 million, with task orders capped between a $500 minimum and a $50 million maximum per order. Its five-year ordering period runs from May 21, 2027, through May 20, 2032, with specific periods of performance established at the individual task order level.
The effort joins other major NAVSEA procurement initiatives, including a February request for proposals for a potential $7.13 billion Surface Electronic Warfare Improvement Program contract and market research for $3.5 billion in service craft and boat contracts.
What Work Will the SUBSAFE Contract Cover?
According to the attached statement of work, the awardees will repair, maintain, troubleshoot, modernize, install and test hull, mechanical and electrical systems, along with weapons, propulsion and combat equipment. That work will take place aboard Seawolf-, Los Angeles-, Ohio- and Virginia-class submarines, among other naval submarine platforms. Contractors will also furnish technical management, materials, tools and facilities such as machine shops and warehouses. Nuclear and nuclear interface work is excluded, and non-SUBSAFE tasks may be ordered only alongside SUBSAFE work.
Who Can Compete for the SUBSAFE IDIQ?
Bidders must hold NAVSEA authorization to work on SUBSAFE systems and Level I material, and they may not hand such work to unqualified firms. Companies need a secret-level facility clearance. All proposed key and non-key staff must be U.S. citizens at the time of submission. The statement of work outlines projected labor hours across five years.
Where Will Contractors Perform the Work?
Individual task orders will specify locations. NSWCPD expects those to include shipyards and submarine bases in Virginia, Maine, New Hampshire, Washington, Georgia, Hawaii, California and Connecticut. About 80 percent of the work is slated for government facilities, with the rest at contractor sites.
How Will NAVSEA Collect Proposals?
Offerors must respond through the Procurement Integrated Enterprise Environment’s Solicitation Module. Since Oct. 1, the Department of War has generally required contracting officers to use the module for unclassified solicitations.
