ELMS tracks 80 million-plus property items valued at over $140 billion
- Leidos’ DLA contract runs through August 2031
- AI and cloud technology will support defense logistics operations
Leidos has secured a five-year, $95 million contract from the Defense Logistics Agency to continue its work on the Enterprise Logistics Management System, or ELMS, a Pentagon asset accountability tool the company has supported for more than 21 years.

Defense logistics is one of several mission areas drawing AI investment across the department. The Potomac Officers Club will host its 2027 Artificial Intelligence Summit on March 18. Register now.
How Will Leidos Support DLA’s Asset Management System?
Leidos said Thursday it will apply artificial intelligence automation, cloud technology and modern software development practices to ELMS, which tracks over 80 million government property items worth more than $140 billion for more than 50 agencies.
The work will focus on streamlining software delivery and processes while supporting secure and reliable system operations. The contract includes a base year and four option years, with work scheduled to continue through August 2031.
How Does ELMS Support Military Readiness?
ELMS works to enhance military readiness by supporting the Department of War’s logistics network. The asset management system is designed to track and account for property throughout its lifecycle, helping the department ensure service members are equipped and ready for missions.
“Logistics wins wars and accurate, reliable asset visibility is a cornerstone of military readiness,” said Jason McCarthy, senior vice president of airborne and mission solutions at Leidos.
McCarthy noted the contract will deliver modern defense technology to help DLA strengthen the digital infrastructure supporting defense logistics.
DLA underscored the importance of AI to military logistics during a National Defense Industrial Association event in February. Mark Simerly, the DLA director at the time, said the technology is “the new gunpowder” for the agency’s effort to digitize its global supply chains. Army Brig. Gen. Kevin Cotman, who leads DLA Distribution, said AI enables the military to address surge demand for supplies and equipment proactively rather than reactively.
What Other AI Logistics Work Has Leidos Pursued?
The contract continues Leidos’ support for ELMS and the Defense Property Accountability System, the system that preceded it. According to Leidos, its focus on delivering mission-ready defense technology to the logistics system aligns with the company’s NorthStar 2030 strategy.
Leidos also tied its July partnership with Rune Technologies to NorthStar 2030. That deal combines Rune’s AI-enabled predictive logistics software with Leidos’ AI-enabled decision advantage capabilities to support military logistics in the Indo-Pacific.
