The Air Force Materiel Command is seeking a consortium manager to support the Air Force Tactical Exploitation of National Capabilities, or AF TENCAP, a congressionally mandated, non-traditional, rapid-acquisition organization established to accelerate the delivery of new technologies to warfighters. Planned AF TENCAP Program
AF TENCAP consists of technology experts and leaders from the Department of Defense, the Intelligence Community, national laboratories, industry, academia and partner nations and works with Title 50 agencies to identify capabilities of interest. The organization aims to reduce the time needed to develop a capability from two years or less.
The RFP revealed that AF TENCAP plans to use an other transaction agreement to collaborate with a consortium that can develop technologies for increasing warfighter lethality, combat effectiveness and survivability.
The participating consortium members will work on various areas of interest, including data analytics, all Domain Awareness and Coastal Surveillance, jamming technologies, anti‐jam electronics and algorithms, Unmanned Aircraft Systems, offensive and defensive cyber tools, and artificial intelligence.

AF TENCAP requires a consortium manager who can facilitate collaboration between organizations and oversee technology development.
The government will award one OT for prototype consortium agreement valued at up to $99.9 million. The anticipated period of performance is three years with two 12-month options.
