A ‘Good Scout’ Makes a Great Leader: Donald Upson

Donald Upson, who served as Virginia’s first secretary of technology from 1998 to 2002, was selected as the National Capital Area Council of the Boy Scouts of America’s Technology Good Scout Award recipient in 2001.

Upson’s former position in the Commonwealth of Virginia was the country’s first cabinet-level post that combined the traditional chief information officer role with economic development responsibility, research and development and strategy for the state’s 16 universities, according to his LinkedIn profile. During his tenure, the state government pursued initiatives to simplify its information technology management processes such as communications and IT contracting.

He is the founder and chairman of the Government Business Executive Forum, a networking organization that offers communication channels between government and industry professionals in the tech field. Previously, Upson was chief operating officer at Los Angeles-based software company Unicom Global.
