DLA Seeks Proposals for Potential $435M South Korea Food Supply Contract

The Defense Logistics Agency Troop Support has released a request for proposals to supply food and food service items to U.S. military and federally funded customers across South Korea under a potential $435 million contract.

The solicitation, posted on SAM.gov and on the DLA Internet Bid Board System, is set aside for small businesses and seeks a full-line food distributor capable of supporting DLA’s overseas subsistence supply chain.

What Will the Selected Contractor Provide?

Under the planned firm-fixed-price, indefinite-delivery/indefinite-quantity contract, the chosen vendor will deliver perishable, semi-perishable and non-food food service operating supply items.

This includes fresh produce, meat, dairy, frozen foods, beverages and government-furnished materials such as ready-to-eat meals, unitized group rations, and health and comfort packs. Deliveries will support shore facilities, mobile kitchens, ration breakpoints and training locations throughout South Korea.

How Long Will the Contract Run?

DLA intends to make a single award with a five-year ordering period divided into three pricing tiers:

  • A 24-month first tier, including up to six months for ramp-up;
  • An 18-month second tier; and
  • A final 18-month third tier.

The solicitation carries an estimated total value of $217.5 million, with a maximum ceiling of $435 million inclusive of all pricing tiers and surge requirements. The guaranteed minimum amount for the contract is $21.8 million, equal to 10 percent of the estimated value.

How Will the Award Be Determined?

The agency will evaluate offers using best-value continuum procedures under the subjective tradeoff source selection process, balancing price and technical performance to identify the proposal offering the greatest overall value to the government.

All proposals must be submitted electronically through DIBBS by Dec. 3.
