What Is the Scope of the Contract?

The Department of War said Thursday the cost-plus-fixed-fee contract covers the development and testing of AI and machine learning capabilities designed to process massive datasets and support scalable infrastructure for next-generation military operations.

Work will be performed in Fairfax, Virginia, with contract activities expected to run through May 27, 2029.

How Was the Contract Awarded?

The award was issued through a competitive broad agency announcement process solicited online and drew 999 proposals. Army Contracting Command’s Adelphi Division in Maryland is serving as the contracting activity and will oversee contract execution. At the time of the award, the Navy obligated $5.98 million in fiscal year 2026 research, development, test and evaluation funding.

The latest award comes shortly after ECS rebranded as Everforth ECS following parent company ASGN’s transition to the Everforth brand. The company has a long history of supporting Army AI initiatives, including a $190.2 million contract for AI mobility and agility in critical DOW AI domains and an $85.4 million contract to develop AI algorithms for the service branch.
