Navy Awards Spots on $350M ISR, Cyber Operations Support Contract

The Naval Information Warfare Center Pacific has awarded positions on a potential $350 million multiple-award contract supporting intelligence, surveillance and reconnaissance systems; information operations; and cybersecurity missions.

What Work Will Contractors Perform?

Work will include systems engineering, hardware and software development, configuration management, installation, sustainment, maintenance and training activities supporting ISR operations from seabed to space.

The companies will compete for future task orders issued during the seven-year ordering period. The majority of work will occur in San Diego, California.

How Does the Contract Build on Prior Navy ISR Efforts?

The procurement follows a solicitation issued by NIWC Pacific in December 2025 for the ISR Systems and Information Operations from Seabed to Space program.

At the time, the Navy said the effort sought support for the development and fielding of ISR systems capable of detecting and countering emerging threats in multidomain operational environments.

The Navy also identified interest in incorporating tactical data systems, automated radio communications, satellite terminals and autonomous and non-autonomous platforms into ISR systems.

NIWC Pacific received 31 proposals for the competition.

Which Companies Continue Expanding ISR & Defense Technology Portfolios?

Several awardees have recently expanded investments in defense technology, cyber operations and multidomain ISR capabilities.

Booz Allen recently partnered with Anduril Industries to integrate command-and-control, cyber and zero trust capabilities into the Menace tactical edge compute systems. The effort includes integration with Anduril’s Lattice software platform to support situational awareness, cyber access and secure communications in contested environments.

Parsons Government Services has also continued expanding its national security and space portfolio. In 2021, the company secured a spot on a related NIWC Pacific contract supporting ISR systems development and fielding efforts.

HII Mission Technologies, Leidos, Peraton and SAIC have likewise remained active across ISR modernization, cyber operations, multidomain sensing and defense systems integration programs supporting DOW and intelligence community missions.
