Who Is Polly Hall?
Hall is a digital acquisition-certified contracting professional specializing in AI. She has extensive experience in FAR- and non-FAR-based acquisitions, including other transaction authority agreements and commercial solutions openings.
She currently leads the practitioner workstream at GSA, supporting the implementation of the Revolutionary FAR Overhaul.
Career at DHS
Hall comes to GSA after more than 15 years of service at the Department of Homeland Security, where she held roles in contracting and procurement. According to Homeland Security Today, she spearheaded many of the department’s agile procurement efforts, including the Federal Emergency Management Agency’s Grants Management Modernization program, which streamlined grants management by modernizing legacy IT systems.
Before moving to GSA in 2025, she was a senior adviser to DHS’ chief procurement officer.
She also served as executive director of the DHS Procurement Innovation Lab, or PIL, which tests innovative acquisition techniques and fosters agile procurement practices.
At PIL, she headed a pilot that applied AI to the Contractor Performance Assessment Reporting System, or CPARS, which the federal acquisition workforce uses for contractor evaluations. She told Federal News Network in 2021 that contracting officers who tested AI tools during the pilot found the technology valuable.
Hall held the roles of contracting officer and team lead for the Transportation Security Administration earlier in her career.
Federal Acquisition Institute Leadership
Hall also currently serves as acting director of the Federal Acquisition Institute, or FAI, according to her LinkedIn profile.
FAI, which operates under the Office of Federal Procurement Policy, develops the federal acquisition workforce. The organization is in charge of providing training, certification, research and other efforts that advance the professional development and capabilities of procurement personnel across the federal government.
