The BPA is part of DHS’ plan to consolidate software purchasing across its components. At the Potomac Officers Club’s 2026 Homeland Security Summit on Nov. 10, DHS Deputy Secretary Troy Edgar and DHS Chief Procurement Officer Paul Courtney will headline the program as keynote speakers, while government and industry leaders will discuss AI-enabled investigations, edge computing for border security, federated data architectures, counter-drone operations and more. In a notice published Tuesday on SAM.gov, the DHS Office of Procurement Operations said it selected Carahsoft as the sole source since the company is the only authorized distributor for the software makers offered through its General Services Administration Multiple Award Schedule, or GSA MAS, contract.

What Is the Scope of the DHS Software BPA?

Under the agreement, DHS will buy commercial off-the-shelf software licenses and subscriptions, software-as-a-service and cloud platform subscriptions, maintenance and technical support, along with a limited set of professional services such as implementation and configuration tied to the licensed products.

The department will use these products to support mission and business applications, data analytics, cybersecurity, collaboration, identity and access management and automation across its components. DHS intends the BPA to standardize key software platforms departmentwide, provide a repeatable process for handling renewals, upgrades and license optimization, and advance the enterprise IT strategy of the DHS chief information officer by consolidating software purchases.

The portfolio includes over 70 original equipment manufacturers and technology partners, among them ServiceNow, Splunk, Deltek, SAP National Security Services, VMware and Zscaler. DHS said it may add vendors to the BPA as new requirements emerge, provided Carahsoft remains the exclusive GSA MAS holder for those products.

What Are the Terms of the BPA?

The DHS Office of Procurement Operations awarded the firm-fixed-price BPA under Carahsoft’s GSA MAS contract, with a period of performance from July 20, 2026, through July 19, 2031. DHS components and headquarters offices will place orders under shared terms and discounts, with funds obligated at the order level.

The department’s Office of the CIO conducted market research from December 2025 to April 2026, reviewing historical procurement records and existing departmentwide contract vehicles. The review found that the listed manufacturers do not sell their products directly to the government.

What Other Enterprise Software Agreements Has Carahsoft Received?

The DHS award comes after Carahsoft and Broadcom secured a five-year, $970 million BPA in March from the Defense Information Systems Agency to consolidate cloud and software procurement and standardize pricing across Department of War components. Carahsoft serves as the contract holder and authorized distributor for Broadcom under the agreement.

In September 2025, the Department of the Air Force awarded Carahsoft a call order with a maximum value of $510 million to provide cloud-based ServiceNow enterprise software tools.

The Defense Counterintelligence and Security Agency selected the company for a potential five-year, $284.2 million recompete task order in September 2024 to support the DOW Enterprise Software Initiative.
