The Pentagon’s push to modernize cloud infrastructure under a new DISA agreement reflects a broader government focus on digital transformation. These priorities will take center stage at the 2026 Digital Transformation Summit, where leaders will discuss artificial intelligence, cyber and enterprise IT modernization. Register now to join the conversation shaping the future of government technology.

Carahsoft said Tuesday the agreement provides uniform pricing and cost transparency for private cloud infrastructure, security and other Broadcom offerings used by DISA, the U.S. Air Force, U.S. Space Force, Fourth Estate agencies and combatant commands.

Carahsoft will serve as the contract holder and authorized distributor for Broadcom under the enterprise agreement.

What Does the DISA BPA Cover?

The agreement establishes a single contract vehicle for the VMware Cloud Foundation, or VCF, platform to support private cloud infrastructure, zero trust security, tactical edge operations and modern application development. It consolidates existing Broadcom software contracts and is intended to reduce procurement complexity and costs across participating DOW agencies.

The BPA also includes VMware vDefend and VMware Avi Load Balancer for application delivery and lateral security, as well as Broadcom’s Clarity portfolio management and Rally agile development tools.

In addition, the agreement provides access to professional services and technical training to support the deployment of VMware technologies. It also prioritizes the development and maintenance of Security Technical Implementation Guides to standardize implementation across federal environments.

In 2024, Broadcom received a Department of the Navy enterprise software agreement BPA to make the  VMware software portfolio readily accessible through Carahsoft’s General Services Administration Federal Supply Schedule contract.

What Is VMware Cloud Foundation?

VCF is a private cloud platform that integrates compute, storage and networking capabilities to support traditional, cloud-native and artificial intelligence workloads in a single environment.

The platform combines public cloud scalability with on-premises security, performance and operational control. It includes vSphere Kubernetes Service to enable agencies to deploy and manage containerized and virtualized applications on a unified platform.

VMware Cloud Foundation also offers private AI services designed to support secure model deployment and streamline infrastructure management.

What Did Broadcom & Carahsoft Leaders Say About the Agreement?

Regan McGrath, president of Americas at Broadcom, said the agreement supports DOW’s modernization efforts by simplifying procurement, consolidating licensing and delivering a private cloud platform designed to support AI-enabled defense capabilities.

Chris Hiebert, sales director for the VMware DOW team at Carahsoft, said the contract seeks to provide DOW with streamlined access to VCF and a range of cloud capabilities meant to help the department strengthen its ability to enhance security, drive innovation and meet operational demands.
