Jeff Keen Named Xcelerate Solutions President of Mission & Digital Solutions

Xcelerate Solutions has appointed Jeffrey Keen president of mission and digital solutions. The company announced the appointment in a LinkedIn post Thursday. Keen steps into the role after heading Xcelerate’s federal civilian programs business since February.

“As Xcelerate continues to grow, strong leadership matters more than ever. We’re excited to see Jeff take on this next chapter, helping our customers meet some of the nation’s most important missions,” the company said in the announcement.

Who Is Jeff Keen?

Keen is a federal programs executive with experience in federal civilian programs, business growth, operations and program management. In his previous role as senior vice president of federal civilian programs, he oversaw program operations, profit and loss, growth strategy, mergers and acquisitions, employee culture, and the annual operating plan.

Before joining Xcelerate, Keen served as SVP of federal civilian enterprise solutions at CACI International, where he helped lead the integration of Applied Insight after its acquisition by CACI. He previously spent four years as SVP and general manager of Applied Insight’s federal civilian business, overseeing programs for the Department of Justice, Department of Homeland Security, U.S. Marshals Service and other agencies.

Keen’s earlier career includes a director position at Centre Law & Consulting and more than a decade at Axiom Resource Management, where he held program and project management positions supporting TRICARE communications and the Defense Health Agency.

How Does Keen’s Appointment Fit Xcelerate’s Recent Leadership Changes?

Keen’s appointment follows several leadership changes at Xcelerate since late 2025. The company named former Leidos general counsel Jerry Howe to its board in April and added Bill Pedersen, a former Office of Personnel Management official, to its vetting and analysis team a month later.

In February, Danny Olmes was promoted from chief risk officer to president of aviation security, while Brett Mencin took on the added role of president of enterprise vetting and analysis while retaining his chief security officer title. Xcelerate named Steve Cubarney executive vice president of sales in October 2025.
