Jeffrey Keen Joins Xcelerate Solutions as SVP of Federal Civilian Programs

Former CACI International executive Jeffrey Keen has been named senior vice president of federal civilian programs at defense and national security company Xcelerate Solutions.

Who Is Jeffrey Keen?

Keen is a senior program manager with over 20 years of experience in program management, growth strategy and government contracting, the McLean, Virginia-based firm said Tuesday. He has guided multidisciplinary teams across integrated communications, digital media, IT development and administrative operations. A certified Project Management Professional and experienced profit and loss leader, he has managed large programs delivering measurable outcomes, contributing to over 95 communication awards in the past six years.

What Will Keen Oversee at Xcelerate?

The new SVP will be responsible for Xcelerate’s operations and growth strategy, leading program delivery and business development for civilian government accounts. He will also focus on advancing IT modernization and infrastructure innovations while fostering strategic partnerships across the federal sector.

What Experience Does Keen Bring?

Before joining Xcelerate, Keen served as SVP of federal civilian enterprise solutions at CACI, where he played a major role in integrating Applied Insight following its 2024 acquisition. He previously spent over five years at Applied Insight as senior vice president and general manager for federal civilian programs. Earlier in his career, he held multiple leadership roles at Axiom over a 12-year tenure.

Previous Xcelerate Appointments

Keen’s appointment marks another strategic leadership move for Xcelerate in 2026. Earlier this year, Brett Mencin assumed the role of president of enterprise vetting and analysis, followed by the promotion of Chief Risk Officer Danny Olmes to president of aviation security.
