Enterprise IT services provider Xpect Solutions has acquired Amivero as part of a push to establish a mid-market federal technology platform covering artificial intelligence, cybersecurity, fraud operations, and data and digital modernization services.

As Xpect works to expand its federal technology capabilities, the company’s growth reflects a broader industry push to bring complementary technical disciplines under one roof. The Potomac Officers Club’s 2026 FedCiv Summit on Oct. 29, will bring together senior federal officials and industry executives to discuss AI’s role in agency modernization, federal shared services, IT modernization and trusted information sharing. Register now to explore how these priorities are shaping the future of federal civilian technology.
How Does the Acquisition Expand Xpect’s Capabilities?
Xpect, a NewSpring Holdings platform company, said Thursday the deal pairs Amivero’s expertise in AI, automation, fraud operations, digital identity and software engineering with its own capabilities in network modernization, zero trust architecture, cyber operations, physical security, cloud services and DevSecOps.
The company noted that the combined organization intends to increase joint investment in repeatable, productized offerings aimed at helping federal agencies modernize legacy systems and transition AI programs from testing to operational capabilities. The company also pointed to shared organizational values between the two firms, including an emphasis on employee development, mentorship and internal career mobility.
What Is Amivero?
Amivero is a Reston, Virginia-based technology company founded in 2018 that supports national security missions with capabilities in AI, data science and analytics, digital identity, agile software development, and fraud and intelligence operations. The company works primarily with Department of Homeland Security agencies, helping them automate workflows, detect fraud and deploy technology intended to strengthen public trust in federal systems.
What Did Xpect & Amivero CEOs Say About the Transaction?
Xpect Solutions CEO Yusuf Abdul-Salaam said the acquisition reflects the two companies’ shared focus on solving customers’ most pressing mission challenges.
“Amivero’s technical strengths and customer relationships complement ours, but what makes this combination especially compelling is our shared commitment to mission, people and culture,” the chief executive stated. “Together, with over 450 team members, we have greater technical depth and scale to take on larger more complex mission challenges and accelerate the development of innovative solutions.”
Olivia Trivisani Bowker, founder and CEO of Amivero, said the decision to join Xpect was guided by a sense of responsibility to her company’s employees and customers.
“In Xpect, we found a partner that respects what we have built, shares our commitment to people and mission, and brings complementary strengths that will help us do even more,” Bowker said. “Many of Amivero’s leaders, including me, will continue serving in leadership roles across the combined company, helping shape its future and carry forward the culture, mission understanding and customer commitment that our employees and customers value.”
What Recent Moves Has Xpect Made in Federal Modernization & M&A?
The Amivero acquisition builds on a period of steady growth and platform expansion for Xpect Solutions, which in August unveiled two proprietary platforms, Adaptive Authority and Adaptive Spectra, to help federal agencies modernize security authorization and software delivery processes.
The company also strengthened its leadership bench in December with the addition of Chris Stoner, a 15-year Department of Justice veteran, as vice president of technical solutions, and in April 2025 with the appointment of Jeff Dohmann, a finance executive with experience across government contracting firms, as chief financial officer.
In January 2025, Xpect acquired GovDefender, a developer of secure digital media intake platforms for federal law enforcement customers, marking the company’s first acquisition since NewSpring took a majority stake in Xpect in October 2024.
