What Is the Scope of the F-35 Sustainment Contract?

The Department of War said Friday the cost-plus-incentive-fee indefinite-delivery/indefinite-quantity contract will cover initial non-recurring sustainment activities aimed at establishing new F-35 operational locations worldwide.

Under the contract, Lockheed Martin will provide site activation support, interim contractor support, fleet management services, reliability and maintainability efforts, initial engineering and technical sustainment capabilities and support for both land-based and maritime F-35 operations.

What Are the Key Details of the Contract?

The contract will include the F-35 Lightning II fleet operated by the Air Force, Marine Corps and Navy, while also supporting international foreign military sales customers and F-35 Cooperative Program Partner nations.

The Naval Air Systems Command is serving as the contracting activity for the noncompetitive award. No funding was obligated at the time of award and will instead be provided through individual task orders as they are issued. Lockheed Martin will perform approximately 85 percent of the work at its Fort Worth, Texas, facility, with the remaining effort conducted in Orlando, Florida. Contract performance is expected to continue through December 2028.

The award is the latest in a series of Navy contracts supporting the F-35 program. In March, Lockheed Martin received a $132.9 million contract modification for F-35 flight test support. The award follows a $3.63 billion contract modification issued in December 2025 for maintenance, supply chain management and training support for U.S. and international operators.

The company also secured a $250 million contract modification to continue production and support of the F-35 logistics information system, including the Operational Data Integrated Network, a key platform that enhances aircraft readiness, sustainment and operational support.
