The General Services Administration has unveiled the first phase of awards under the Alliant 3 governmentwide acquisition contract, a multiple-award vehicle supporting federal IT modernization.

What Is Alliant 3?

GSA said Friday Alliant 3 is a pre-competed indefinite-delivery/indefinite-quantity contract that provides a standardized acquisition pathway for enterprise IT modernization efforts. The vehicle allows agencies to award task orders for cloud services, cybersecurity, data management, software development, systems engineering and other services related to emerging technology support. The first round of awards follows the final request for proposals issued in July 2024 for Alliant 3’s unrestricted pool.

Josh Gruenbaum, commissioner of the GSA’s Federal Acquisition Service and a previous Wash100 Award recipient, stated that the Phase 1 awards mark a critical step in modernizing government IT infrastructure.

“By offering a streamlined approach to IT procurement, this contract offering not only reduces duplication and lowers administrative costs, but also significantly strengthens the federal government’s overall purchasing power,” said Gruenbaum.

How Does Alliant 3 Support Procurement Reform?

The contract aligns with Executive Order 14240, which calls for agencies to centralize domestic procurement for common goods and services within GSA. The agency stated the approach is designed to limit duplication, enhance coordination and boost operational efficiency.

Building on the Alliant Legacy

The Alliant 3 awards build on GSA’s long-running Alliant contract lineage. In 2017, GSA selected 80 companies for the small business track of a potential 10-year, $15 billion Alliant 2 IT GWAC vehicle, and in 2022, increased the ceiling of the Alliant 2 vehicle from $50 billion to $75 billion to meet growing federal demand for technology services.
