The Naval Sea Systems Command is soliciting proposals for a potential $7.13 billion multiple-award contract to support the Surface Electronic Warfare Improvement Program, or SEWIP.
According to a notice posted on SAM.gov Monday, NAVSEA plans to conduct a full and open competition for the AN/SLQ-32(V) system’s full-rate production, design agent engineering and system integration.
Proposals for the follow-on IDIQ contract are due March 17.

Which Companies Previously Secured SEWIP Contract Awards?
The solicitation builds on a series of recent Navy contract actions supporting SEWIP modernization efforts. In August 2025, Northrop Grumman secured a $421.6 million contract to provide technical and engineering services for the SEWIP Block 3 AN/SLQ-32(V)7 electronic warfare system. The company later received a $334.4 million contract modification in December 2025 for the production of SEWIP Block 3 hemisphere and quadrant systems, with work extending through 2030 if all options are exercised.
More recently, the Navy awarded Lockheed Martin a $249 million sole-source IDIQ in February to provide spares, repairs and engineering services for SEWIP Block 2 electronic support and anti-ship missile defense system integration.
What Is AN/SLQ-32(V) Electronic Warfare System?
The AN/SLQ-32 is the Navy’s primary shipboard electronic warfare system capable of providing anti-ship missile defense, counter-targeting, counter-surveillance and overall battlespace awareness. It is produced through the SEWIP program, which delivers incremental capability upgrades to the legacy SLQ-32 architecture.
