CGI Federal has secured a $251 million contract from the General Services Administration to continue providing maintenance, hosting and operations support for the Pegasys financial management system and GSA’s Multi-Tenant Shared Application, or MSA, environment.

The company said Tuesday the contract supports GSA’s efforts to modernize financial operations, reduce costs and improve efficiency across the government.

What Is the Scope of the GSA Contract?

Under the contract, CGI Federal will continue operating Pegasys and the MSA in a FedRAMP Moderate environment on Amazon Web Services under the company’s Momentum-as-a-Service subscription model, which bundles software licensing, hosting and managed services into a predictable annual arrangement aligned with the Department of the Treasury’s Financial Management Quality Service Management Office, or FM QSMO, guidelines. The offering includes a virtual assistant, agentic AI agents and AI-driven data insights.

Pegasys and the MSA support GSA and 36 other federal boards, commissions and agencies with financial management capabilities aligned with the FM QSMO framework. The contract also advances priorities outlined in an executive order that aims to foster financial integrity and operational efficiency across government financial systems.

What Results Has the AWS Migration Delivered?

According to CGI Federal, the company and GSA finalized the migration of Pegasys and the MSA to AWS in 2025, resulting in approximately 25 percent hosting cost savings and a 30 to 50 percent improvement in batch processing performance. The modernization also lays the groundwork for expanded use of AI and automation to support GSA’s workforce optimization goals, including the agency’s Million Hours Challenge, which focuses on leveraging AI-enabled tools to reduce manual labor.

What Is CGI Federal’s Momentum?

CGI Federal’s Momentum is a budget, financial and acquisition management platform built specifically for federal agencies. The suite applies agentic AI, automation and exception-based processing to help agencies manage the full budget lifecycle, from payroll and labor cost distribution to broader compliance requirements. It is also the first core financial management system approved by FM QSMO.

What Other Recent Developments Has CGI Federal Announced?

The GSA award follows a series of moves across CGI and CGI Federal. CGI, the parent company, recently earned a Solutions Partner with Certified Software designation under the Microsoft AI Cloud Partner Program for CGI Advantage, its enterprise resource planning platform for government organizations.

CGI Federal has also rolled out an AI-powered offering that analyzes federal agencies’ aging IT systems and produces a modernization roadmap.

On the contract side, the Environmental Protection Agency awarded CGI Federal a $64 million indefinite-delivery/indefinite-quantity contract to manage and modernize the agency’s Compass financial management platform. CGI Federal has separately added its Fraud, Waste and Abuse Prevention Platform to the FM QSMO Marketplace under GSA’s Multiple Award Schedule.
