What Are Open Contract Opportunities at the US Navy?
1. Shipyard Infrastructure Optimization Program Multi-Mission Dry Dock MACC
The Navy has posted a preliminary pre-solicitation notice for its Shipyard Infrastructure Optimization Program Multi-Mission Dry Dock multiple-award construction contract to support waterfront and marine projects at Puget Sound Naval Shipyard in Bremerton, Washington, and other Naval Facilities Engineering Systems Command locations.
Major construction task orders are expected to range from $2 billion to $6 billion, with a total contract ceiling of $30 billion. The Navy may issue smaller task orders for early contractor involvement or alternative technical concepts.
Work will include dry dock drainage, dewatering, dredging, construction, installation and demolition of existing facilities and utilities. The anticipated period of performance is five years with up to five 12-month options.
The Navy will host an industry day on a date to be determined in August. A formal MACC request for proposals will be issued in September, with Phase I proposals due in October and Phase II proposals due in January 2027. Awards are anticipated in May 2027.

2. Navy SBIR/STTR Waveguides for Hypersonic Conditions BAA
The Department of the Navy is seeking specialized waveguides that can handle high temperature and power, low loss, robust and agile radio frequency transmission signals within hypersonic vehicles. In a Small Business Innovation Research and Small Business Technology Transfer Fiscal Year 2026 Release 4 solicitation, the Navy said it requires waveguides that deliver consistent performance over long durations of high heat and can be manufactured into complex shapes without sacrificing signal quality. Proposed designs should target the X, Ku, K and Ka frequency bands.
In Phase I, offerors must demonstrate the feasibility of producing waveguides across the X through Ka bands using materials capable of withstanding hypersonic conditions. In Phase II, offerors will develop a custom waveguide component and subject it to extreme environmental testing across the X, Ku, K or Ka band RF signals.
For Phase III, the technology must support current and future hypersonic and space systems.
Proposals are due on Aug. 19.
3. Fielded Training Systems Support V Engineering Contractor Instructional Support
The Naval Air Warfare Center Training Systems Division is soliciting bids for a firm-fixed-price task order under the Fielded Training Systems Support, or FTSS, V Lot 2 contract. The division is seeking engineering contractor instructional services.
Work under FTSS V Lot 2 will be performed for up to 64 months, including a four-month base term and five 12-month options.
FTSS V is a multiple-award, indefinite-delivery/indefinite-quantity contract vehicle providing maintenance, operation and instructional support for the Navy and Marine Corps surface, aircrew and submarine training simulators. In May 2025, the Navy raised the contract’s ceiling by roughly $720 million.
Offers are due Aug. 31.
4. Propulsion and Power Technology Development Program BAA
The Naval Air Warfare Center Aircraft Division’s Propulsion and Power Engineering Department has issued a broad agency announcement seeking technologies that can meet the projected propulsion and power requirements of future naval air vehicles.
The BAA covers five technical research areas:
- Advanced electrical power system technologies
- Fuel and lubricant technology
- Aircraft operational energy technologies
- Condition-based maintenance, prognostics, diagnostics and health monitoring technologies
- Advanced propulsion system technologies
The effort is designed to improve how naval aircraft perform their missions, expand their operational capabilities, and lower the cost of owning and operating them. It will follow a two-step process. Offerors must first submit white papers describing their technical approach, risks, milestones and a rough order of magnitude cost estimate. Only those whose white papers align with the BAA’s requirements will be invited to submit a formal proposal.
NAWCAD is encouraging educational institutions and small businesses to submit research proposals for consideration. The BAA will remain open until Sept. 30.
The Naval Air Warfare Center is the Navy’s research, test and evaluation organization that functions within the Naval Air Systems Command.

5. Manufacturing & Services Acquisition Manufacturing Support RFP
The Naval Surface Warfare Center’s Indian Head Division has issued a request for proposals for machine shop fabrication under the Manufacturing & Services Acquisition, or MASA, Manufacturing Support multiple-award contract.
MASA is structured around five task areas:
- Production hardware: Involves large-scale, complex machining and multi-step assembly of products delivered to the fleet
- Research and development hardware: Delivers smaller-scale, simpler builds with variable quality assurance requirements
- Plating: Covers plating, stripping and replating services
- Electronics assembly: Focuses on the manufacturing of multilayer printed circuit boards
- Advanced machining: Provides parts created through methods such as precision flow forming, large-diameter honing and metal stamping
The research and development hardware and plating task orders are small business set-asides. Work will be performed at the selected contractors’ facilities. Delivery period is from Dec. 16, 2026, through Dec. 15, 2031.
NSWC Indian Head said the contract has no delivery or task orders involving explosive handling or processing.
Offers are due Aug. 27.
