The U.S. Navy plans to issue a solicitation for a follow-on unrestricted multiple-award contract, or MAC, to provide operational planning, assessment, integration, execution and technology development support to help maintain warfighter superiority in the cyberspace domain.

According to a presolicitation notice published Friday, the Naval Information Warfare Center, or NIWC, Pacific is soliciting comments on the planned procurement effort through Feb. 14.
The solicitation for the Cyberspace Science, Research, Engineering and Technology Integration contract is expected to be released in February and will be available exclusively through the Procurement Integrated Enterprise Environment website.
What Is the Scope of the Follow-On Navy Cyberspace Support Unrestricted Contract?
According to the notice, the unrestricted MAC will provide professional and technical services to support NIWC Pacific’s cyberspace operations mission.
The anticipated scope of work includes technology assessment, development and transition; requirements analysis and systems engineering; requirements analysis; systems engineering; operational and technical support; exercise and experimentation support; software development and prototyping; hardware development and prototyping; modeling and simulation; training support; security engineering and cybersecurity, according to the draft statement of work.
According to NIWC Pacific, the procurement will be competed on a full-and-open basis and will result in multiple indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contracts with a five-year base term and a two-year option period.
Both large and small businesses can compete for the proposed acquisition carries an estimated 619,491 labor hours and includes Top Secret security requirements with incidental Sensitive Compartmented Information access.
Who Are the Incumbent Contractors on the Unrestricted Cyberspace Support MAC?
In May 2019, NIWC Pacific awarded nine companies seven-year contracts to provide technical, management and professional services for cyberspace operations. Those companies were BAE Systems, Booz Allen Hamilton, ICF, Leidos, a Northrop Grumman business, Parsons, Perspecta, SAIC and Scientific Research Corp.
Perspecta and Northrop’s federal IT and mission business are now part of Peraton.
According to the notice, the ordering period for the existing contract will end on May 7.
What’s Next for the Navy Cyber Support Requirement for Small Businesses?
In 2017, the Navy awarded a separate small business set-aside MAC to support a portion of the requirement. That vehicle’s ordering period ended in March 2022.
NIWC Pacific said it also plans to pursue a separate follow-on procurement for small businesses.
According to the notice, the small business set-aside follow-on will be solicited at a future date, currently estimated for the third quarter of fiscal year 2026, and will cover a portion of the overall requirement.
