ICE Issues Solicitation for Potential $2B ISAP V Contract

The Immigration and Customs Enforcement has issued a request for proposals for the fifth iteration of its Intensive Supervision Appearance Program, with a plan to award a potential $2 billion indefinite-delivery/indefinite-quantity contract.

The request for proposals, posted on SAM.gov on Friday, stated that the contract will have a maximum performance period of two years, divided into two one-year ordering periods, and a guaranteed minimum value of $4 million.

Scope of Services

The selected vendor will provide operational support, encompassing case management, court tracking and residence verification, alongside technology-enabled monitoring services, including GPS ankle and wrist bracelets, and telephonic and biometric mobile reporting applications.

The contractor will also be required to conduct office and home visits at varying frequencies, manage alerts and exceptions, and provide extended case management where necessary.

Work will be performed in various locations in the United States.

Key Dates and Conditions

Proposals are due Sept. 1, with questions from vendors to be accepted no later than Aug. 21.

ICE requires strict compliance with labor standards, restrictions tied to unmanned aircraft systems and rules for handling controlled unclassified information. Contractors must also adhere to security training and incident reporting requirements.
