Tyler Technologies announced Friday that it has completed its purchase of CODY Systems, a software provider specializing in data management, integration and information-sharing tools used by law enforcement and other public safety agencies.
The deal is designed to expand Tyler’s footprint in the small to midsize public safety technology market and give the company additional resources to speed up implementations, improve interoperability and give agencies faster access to real-time operational data.
What CODY Systems Products Are Central to the Acquisition?
CODY Systems’ flagship offering, Pathfinder RMS, is a cloud-native records management platform that Tyler said fits naturally into its broader cloud-first strategy and will serve as a building block for tighter integration across its public safety product line. The company’s COBRAnet platform, which supports data sharing across agencies, regions and states, is expected to strengthen Tyler’s ability to help agencies coordinate during incidents by giving responders a more complete operational picture in real time.

CODY Systems is a privately held, woman-owned family business that has spent more than four decades building software and data solutions for public safety and law enforcement agencies. Founded in 1979 by David and Frances Heffner, the company is now led by a second generation of family leadership and continues to operate solely in the United States, from 24/7 customer support to data integration.
The Pennsylvania-based company supports more than 300 clients across 10 states, including statewide data integration systems and records management platforms for individual police departments. Its employees and leadership will join Tyler Technologies as part of the transaction.
What Other Moves Has Tyler Technologies Made Recently?
Tyler’s acquisition of CODY Systems comes almost two months after it created two new leadership roles to support its public sector business. Franklin Williams, president of Tyler’s data and insights division, was promoted to chief artificial intelligence officer. Meanwhile, Ryan O’Connor was elevated from senior vice president of Tyler’s payment strategy and operations to its chief transactions officer.
