Scott Barr Joins SMX as COO

Government technology firm SMX has appointed Scott Barr, a federal contracting industry veteran, as chief operating officer.

In this capacity, Barr will join the SMX executive leadership team and work with the CEO on strategic initiatives to accelerate growth, scale delivery capabilities, optimize operational performance, and ensure mission-focused outcomes for customers across the company’s portfolios.

“Scott brings a rare combination of mission insight, organizational leadership, and hands-on experience across both defense and federal civilian sectors,” Peter LaMontagne, CEO of SMX and a 2025 Wash100 awardee, said in a statement published Monday.

“As SMX continues to scale, it’s critically important to preserve and enhance the client- and employee-focused approach to solution delivery that has established SMX as a market leader. Scott is a great fit to ensure continued success,” LaMontagne added.

Barr expressed excitement about joining SMX, which he said “has built a strong reputation for delivering mission-focused solutions with speed and agility.”

Scott Barr’s Career Background

Barr brings to the role over 25 years of experience leading strategy, operations and technology-driven transformation efforts.

Before SMX, he led the technology services business at Maximus and was responsible for leading artificial intelligence, cloud, digital and cyber capabilities, P&L management and growth initiatives.

He previously served as president at healthcare technology firm Sierra7, where he led post-merger strategy and the expansion of the firm’s technical portfolio.

Barr spent 20 years at Booz Allen Hamilton, where he was a partner, functional service officer and chief transformation officer.

The Susquehanna University graduate has a master’s degree from the Johns Hopkins University. He previously served as an adjunct professor of organizational change management at Georgetown University.

He sits on the board of the USO Metro and is the board secretary for the nonprofit Cancer Support Community.
