Ridgefield, Connecticut-based r4 Technologies has launched r4 Public and appointed Mark Heinrich, a retired U.S. Navy rear admiral, as president of the new division focused on delivering artificial intelligence capabilities to civil government and public service organizations.

The company said Wednesday Heinrich will continue to oversee r4’s Navy business development efforts while leading the newly established r4 Public division.
What Are the Mission & Focus Areas of r4 Public?
r4 Public will apply the company’s AI-enabled Cross-Enterprise Management platform to help government organizations connect information across departments, align resources with mission needs and improve outcomes using existing assets.
The division will focus on several key areas, including public health initiatives, veterans, education and civil services across all levels of government.
r4 said the unit will also build on its work with the Environmental Protection Agency and DPRA Canada, as well as its investments in initiatives such as the Smart Food Program and public health efforts.
Who Is Mark Heinrich?
Heinrich most recently served as president of r4 Federal, where he oversaw the integration of DPRA. He founded Oakleaf Software, which bought DPRA in 2020.
He served 35 years in the Navy and held multiple leadership roles, including commander of DLA Aviation, J-3 chief of operations and the 46th chief of the Navy Supply Corps.
After retiring from military service, Heinrich held leadership roles in the private sector, including head of supply chain at Microsoft, head of Alvarez & Marsal’s public sector practice, and CEO of Associated Aircraft.
Heinrich led the buildout of r4 Federal, which is now headed by Frank “Trey” Whitworth, a retired Navy vice admiral and a four-time Wash100 awardee, as CEO. Whitworth, former director of the National Geospatial-Intelligence Agency, most recently served as president of national security at r4 Federal.
