The U.S. Army has started soliciting proposals as it plans to award basic ordering agreements, or BOAs, for fiscal year 2025 under the second iteration of a program to acquire logistics support services.
According to a solicitation published Tuesday, the Army will accept offers for the FY 2025 Enhanced Army Global Logistics Enterprise II, or EAGLE II, program through July 10.

FY 2025 EAGLE II Basic Ordering Agreement Scope
The EAGLE II program is a total small business set-aside procurement effort that covers services in three functional areas: maintenance, supply and transportation support services.
Maintenance operations support under the EAGLE II BOA procurement includes field-level logistics, sustainment, modification work orders, test measurement and diagnostics equipment, tactical maintenance and government-furnished equipment and property.
Supply operations services include retail and wholesale property accountability, supply support activity, standard Army management information systems operations, readiness reporting, ammunition operations, central issue facility and retrograde.
Transportation support services cover central travel office, non-tactical vehicles support, central receiving and shipping, motor pool operations, hazardous materials shipments, railhead operations, installation transportation office, movement planning/arrival/departure control group and household goods operations.
Under the FY 2025 EAGLE II BOA, the total estimated dollars to meet potential logistics support requirements within and outside the contiguous U.S. could reach up to $390 million.
According to the solicitation notice, a request for proposals is released once a year to provide interested vendors with an opportunity to submit proposals for evaluation to obtain an executed EAGLE BOA. The government will execute no-cost BOAs to companies whose offers in response to the solicitation are found acceptable based on the criteria stated in the RFP. The BOAs will be valid for up to five years starting from the effective date of the initial BOA execution.
All questions related to the solicitation should be submitted by June 18.
The service noted that requirements that arise from Oct. 1, 2025 to Sept. 30, 2026, and fall under the EAGLE II scope will be treated as special projects and may be competed as task orders. Examples include Army prepositioned stock, direct theater support, and new equipment fielding and training.
EAGLE II BOA Customers
Army Contracting Command-Rock Island said potential customers of the EAGLE II program may include the Department of the Army, other agencies within the Department of Defense, joint bases, coalition partners and foreign governments.
Programmatic and functional services may be required by any Army organization, including Army commands, Army service component commands and direct reporting units.
