DHS Planning $100M Contract for ICE Detention, Transportation Services

The Department of Homeland Security is preparing to solicit proposals for a detention and transportation services contract valued at over $100 million to support the U.S. Immigration and Customs Enforcement’s immigration enforcement arm in San Diego, California.

What Will the Contractor Be Required to Provide?

According to the DHS Acquisition Planning Forecast System, the selected contractor will provide armed and unarmed detention officer services for detainees under ICE Enforcement and Removal Operations custody in the San Diego Field Office’s area of responsibility.

The contractor will be responsible for the security, control and well-being of detainees and accountable for the detainees’ personal possessions during transportation and guarding. Services will cover operations across various facilities and field office locations, ensuring detainees are securely transferred as directed by ICE officials.

What Equipment and Personnel Are Needed?

The contractor will operate government-owned vehicles provided by ICE/ERO and provide and maintain contractor-owned vehicles such as buses, vans, sedans and sport utility vehicles. These vehicles will be used to transport detainees securely to designated locations as directed by ICE officials.

The selected company must maintain a 24-hour, year-round operation with trained, uniformed detention officers to support custody and transportation needs throughout the San Diego area.

How Is the Contract Structured?

The acquisition will be a firm-fixed-price, indefinite-delivery/indefinite-quantity multiple-award contract, set aside for small businesses. The solicitation is expected to be released on Dec. 2, with an anticipated award in the second quarter of fiscal year 2026. Work will run through January 14, 2031.

The San Diego requirement follows a similar ICE solicitation forecast issued earlier for the San Francisco Field Office, also valued at approximately $100 million, covering detainee custody, transportation and escort services.
