Who Is Richard Smith?
Smith is a technology and cybersecurity executive with extensive experience across the federal government, defense and national security sectors. He is the co-founder and strategic adviser at Blackvest Capital, an investment management firm focused on high-net-worth and institutional investors.
He previously served as VP and division manager at ManTech, overseeing the company’s Department of Homeland Security portfolio. Smith also spent five years at CACI International, helping develop enterprise IT services strategies and supporting DHS programs.
Earlier in his career, he held leadership roles in both government and industry, including senior director of information security at Freddie Mac, executive director and chief technology officer at the Transportation Security Administration and senior manager for security and privacy at Deloitte. He was also a program manager at General Dynamics and a financial analyst at SAIC.
Smith also served more than two decades in the U.S. Navy Reserve, including as department head for defensive cyber operations supporting U.S. Tenth Fleet Cyber Command. In addition, he served as an adjunct professor of cybersecurity and technology at the University of Maryland University College.
