The latest Navy contract to modernize and sustain P-8A training systems underscores continued investment in readiness as the service advances fleet capabilities. That theme will carry into the Potomac Officers Club’s 2026 Navy Summit on Aug. 27, where senior leaders will examine how enterprise network modernization, AI and digital engineering are shaping future naval operations. Join the discussion by registering now to hear how emerging technologies are driving operational transformation across the Navy.

What Is the Scope of the Navy IDIQ Contract?

The Department of War said Thursday the firm-fixed-price, cost-plus-fixed-fee IDIQ contract includes development, testing, integration, delivery and installation of new training devices, along with upgrades to existing trainers. It also includes associated hardware, software, spares and support services to support fleet readiness and evolving aircraft configurations and mission requirements.

Work will be performed primarily in St. Louis, with additional efforts across Florida and Washington and international sites, such as South Australia, New Zealand, South Korea, Germany, Canada, Singapore, Norway and the U.K.

The Naval Air Warfare Center Training Systems Division in Orlando will obligate funds upon award of individual orders and expects contract work to conclude by June 2031.

How Does the Contract Align With Boeing’s P-8A Work?

The latest award builds on prior Navy contracts. In late February, the service awarded Boeing a $167 million IDIQ contract for software sustainment and modernization support for its P-8A Poseidon fleet.

In April 2025, the aerospace and defense contractor booked a Navy order worth $133.5 million to provide Phase 2 software development, integration and device installation support for systems used by the South Korean government to train its air force on P-8As.

In 2023, Boeing secured a $146 million Navy order to implement hardware and software updates to P-8 training systems.
