The Department of the Navy is ramping up fleet modernization and strengthening operational readiness to meet evolving threats and defeat near-peer adversaries, but achieving maritime superiority requires industry support. The sea service is actively seeking advanced technologies and support services to bridge capability and operational gaps, from aviation maintenance and surface vessel production to artificial intelligence.

What Navy Contract Opportunities Are Currently Open and Active?
1. T-6/T-34 Aircraft Maintenance and Contractor Logistics Support RFP
The Naval Air Systems Command has issued a request for proposals for maintenance and logistics support of the service’s T-34 and T-6 aircraft programs.
For the T-6, the requirement covers organizational-level maintenance, intermediate-level support and limited intermediate support at Naval Air Station Corpus Christi in Texas, NAS Pensacola in Florida and NAS Whiting Field in Florida.
For the T-34, work includes organizational, intermediate and, when necessary, on-site depot-level maintenance at Marine Corps Air Station Miramar, Naval Air Facility El Centro and NAS Lemoore in California and NAS Oceana in Virginia.
The government will award an indefinite-delivery/indefinite-quantity contract with firm-fixed-price, composite hourly FFP and cost-reimbursement line items for the required supplies and services. The period of performance is five years, starting on July 1, 2027, and ending on Aug. 31, 2032.
NAVAIR will accept questions and feedback on the solicitation until Aug. 27. Proposals are due Sept. 30.

2. Human Performance Optimization Model RFI
The Navy Installations Command is seeking industry input to transform its current Morale, Welfare and Recreation, or MWR, fitness program into an integrated Human Performance Optimization, or HPO, model.
In an RFI issued in July, the command said the MWR program lacks integrated attention to nutrition, cognitive readiness and other holistic performance domains. Through the HPO model, the Navy intends to switch from a utilization-based approach to a performance-oriented strategy centered on strength and conditioning, nutrition, mental resilience and recovery.
The transition, the command added, will require an organizational restructuring, training standards updates and cohesive operating procedures implementation to ensure cohesion and quality across the program. The effort is expected to enhance sailor well-being and readiness.
The command identified five performance objectives:
- Improve workforce capability through the integration of advanced tools and virtual delivery options into training and daily operations
- Encourage accessibility and inclusion by implementing programs designed using inclusive design principles for diverse user groups, including individuals with disabilities
- Drive innovation through the adoption of AI, machine learning and immersive virtual platforms that optimize performance and decision-making
- Evaluate outcomes by establishing metrics, screening, assessments and data analysis frameworks
- Support collaboration and knowledge sharing by introducing initiatives and services that use virtual platforms that promote interdepartmental and cross-sector partnerships.
The Navy plans to implement an HPO model proof-of-concept at Naval Base San Diego in California in fiscal 2027. Responses are due Sept. 14.

3. Surf Entry and Barge Sustainment Services RFP
The Marine Corps Support Facility-Blount Island in Florida is soliciting proposals for the Surf Entry and Barge Offload Sustainment Services, or SEABOSS, program to provide intermediate and depot-level support for tactical and organic Navy assets under the Maritime Prepositioning Force Program.
The SEABOSS program covers corrective maintenance, repair, overhaul and logistical support for the Improved Navy Lighterage System, the Maritime Prepositioning Force Utility Boat and Landing Craft-Mechanized, Lighter Amphibious Resupply Cargo and Amphibious Bulk Liquid Transfer System vessels and associated containerized asset capability sets.
The effort has a maximum order value of $24 million. Work will be performed at MCSF-Blount Island and the selected contractor’s facility until Sept. 10, 2029.
The Marine Corps will award task orders and firm-fixed-price job orders for the required services. Offers are due Sept. 4.
4. Service Craft & Boats RFP
The Naval Sea Systems Command has posted the combined synopsis and solicitation for the Service Craft Boats multiple award contract.
The solicitation is structured around two lots: Lot 1, a small business set-aside, and Lot 2, pursued through full and open competition.
Under Lot 1, work includes construction of Navy and foreign military sales aluminum and steel boats, targets and service craft, including patrol boats, oil spill response boats, maneuvering targets, barges and ferries.
Lot 2 covers the construction of Navy service craft and equivalent FMS vessels, including auxiliary personnel lighters and floating drydocks.
NAVSEA intends to award 10-year contracts worth an estimated total of $3.5 billion for the requirements. Lot 2 proposals from offerors competing for the initial auxiliary personnel lighter delivery order are due Aug. 31.

5. Next Generation Undersea Security Initiative RFI
The Portfolio Acquisition Executive for Strategic Systems Programs is seeking to prototype advanced and novel technologies and capabilities under its Next Generation Undersea Security Initiative.
In an RFI posted in July, SSP said it intends to build a network of industry, nonprofit and not-for-profit participants capable of rapidly developing prototype technologies that sustain and enhance strategic superiority across submersible operations. The PAE identified 22 focus areas, including signal mitigation, counter-unmanned systems, fire control software and computational power, advanced solid rocket motors and thermal protection systems, launch systems, and conventional warheads.
Responses are due July 1, 2031.
