What Is the Scope of the Cellular Wireless Managed Services 3.0 Contract?
According to the final solicitation posted Thursday on SAM.gov, the single-award, indefinite-delivery/indefinite-quantity contract will provide department-wide cellular wireless managed services, supporting approximately 150,000 DHS wireless lines within and outside the continental U.S. It is intended to enable mobile service management for DHS headquarters and components and ensure personnel have access to modern mobile tools and capabilities.
The contractor will be tasked to provide a capability that will enable access to multiple carriers, a customized lifecycle management portal, program oversight and service desk support for DHS employees. Required services include program and performance management, telecommunications expense management, a management portal, service desk operations and transition support.
Contract Details and Ordering Period
The contract includes a 12-month base ordering period beginning Jan. 25, 2026, followed by nine additional 12-month option periods, which would extend the vehicle through January 2036 if all options are exercised. Task orders may be issued as firm-fixed-price, time-and-materials, labor-hour or hybrid arrangements.
Interested contractors can submit their proposals by Nov. 24.
