In a statement published Tuesday, Constellis CEO Terry Ryan said Sipper, as an EMT member, will help improve the company’s cybersecurity posture, launch technologies that drive sustained growth and advance digital transformation efforts aligned with organizational goals.
“Jay cultivates a high-performing IT team that prioritizes productivity, communication, and accountability,” added Ryan, a previous Wash100 awardee.
Sipper, who has been with Constellis since 2020, has led several initiatives to standardize the company’s financial systems through the use of technology frameworks and automation since he took on the CIO role in May 2022.
He played a key role in establishing a Project Management Office framework, which provided the company with a roadmap for implementing complex projects.
The CIO also helped strengthen the risk management services provider’s commitment to meeting federal and international cybersecurity standards.
Prior to Constellis, Sipper was head of the IT business systems team at PAE, which is now part of Amentum.
