Navy Issues Presolicitation Notice for E-2D Hawkeye Training System

The U.S. Navy’s Naval Air Warfare Center Training Systems Division is planning to award a contract potentially worth $401 million to Collins Aerospace, an RTX business, for the procurement of E-2D Hawkeye Integrated Training Systems, or E-2D HITS.

According to the notice posted on SAM.gov Thursday, the contract is anticipated to be awarded to the Cedar Rapids, Iowa-based company in 2026 with deliveries expected from 2027 to 2030. The selected contractor may submit its response to the pre-solicitation notice by Feb. 28.

E-2D HITS-V Contract Details

Under the E-2D HITS-V contract, Collins Aerospace will provide NAWCTSD with Distributed Readiness Trainers and Special Program Advanced Readiness Trainers Ashore/Afloat, or SPARTA, training devices for the Sims at Sea Program and Joint Simulated Environment integration labs. The sole source contract will also cover the delivery of part task trainers and services such as maintenance training, mission rehearsal, mission brief and de-brief and mission visualization.

In addition, the agency may require modification services for the HITS devices, including technology refreshes, obsolescence enhancements and visual display modernization. The project also involves interim contractor support for the E-2D AHE training device capabilities, along with training system logistics support, spares and training for HITS transition to post-delivery support.

HITS-V will also incorporate updates to match the latest E-2D System Software Configurations, Engineering Change Proposals and Aircraft Change Directives.
