HHS Issues Notice for Organ Transplantation Network Modernization Program

The Department of Health and Human Services has posted an update on its planned procurement of IT modernization support for the Organ Procurement and Transplantation Network. The agency said in a SAM.gov, approximately $185 million will be awarded under a five-year multiple-award blanket purchase agreement. 

HHS Requirements for OPTN Modernization

In March 2023, the HHS’ Health Resources and Services Administration initiated a program to modernize the nearly four-decades-old OPTN. Over 100,000 people and their families rely on the network to fairly allocate organs for transplantation. The network is also responsible for increasing organ donation across the United States. 

According to the HRSA, the modernization of the OPTN requires IT research, design, development, configuration, customization and deployment support, as well as maintenance and ongoing enhancements of solutions. In addition, the HRSA needs access to human-centered design, agile application development, application programming interface, systems security, database management, and compliance expertise. 

The anticipated period of performance is three years, with work to be conducted at the selected contractor’s facility. 

Interested firms can submit their capability statement to the HHS until Feb. 28. 

HHS’ Previous IT Modernization Efforts

This is not the HHS’ first BPA to modernize its existing system. In 2018, the agency selected Leidos, Peraton, ActioNet, NuAxis, CSRA and Science Applications International Corp. to bid on task orders under the $139 million Next Generation IT Services BPA. SAIC won the first task order to provide data center, service desk and call center support to agency staff.
