NOAA Issues RFP for ProTech 2.0 Satellite Domain IDIQ

The National Oceanic and Atmospheric Administration has released a solicitation for a 10-year recompete contract for professional, technical and scientific services focused on the satellite domain.

The ProTech 2.0 Satellite Domain is a multiple-award, indefinite-delivery/indefinite-quantity contract set aside for small businesses and has a base term of five years and an option period of five years, according to a request for proposals published Thursday.

NOAA’s National Environmental Satellite, Data and Information Service is the primary client of the contract vehicle and is focused on delivering timely access to environmental data derived from satellites and other sources to help protect and improve the U.S. economy, environment, security and quality of life. NESDIS procures and oversees the country’s operational environmental satellites and offers data and information services, among other functions.

ProTech is a suite of multiple-award IDIQ contracts consisting of satellite, oceans, fisheries and weather domains. The ceiling amount of all orders under these four domains is $8 billion.

The first iteration of ProTech Satellite contract was awarded in 2017 to 18 small businesses and five large companies.

The professional service elements under the ProTech 2.0 Satellite Domain IDIQ contract are program and project management, business and communications services, while the vehicle’s technical and scientific service elements are systems architecture and science and engineering, according to the statement of work.

The services to be procured through the contract will support several U.S. sites and other locations worldwide.

Responses to the solicitation are due Jan. 6.
