Newstrom, a former secretary of technology and chief information officer for the state of Virginia,  served as president and chief operating officer of Lee Technologies before joining Dell.
He also had 28-year career at global IT company EDS where he held various leadership positions.
In an interview with ExecutiveBiz in 2014, Newstrom said the government should collaborate with the private sector to meet its IT needs.
