The State Department has issued a notice seeking information on potential industry sources that could provide IT support services under a potential five-year, follow-on ITSS blanket purchase agreement.
According to a sources sought notice published Thursday, the ExecTech Office within the department’s Executive Secretariat intends to compete and award a single ITSS BPA with a ceiling value of $100 million to $150 million under the Small Business Administration’s 8(a) program.
Responses are due Feb. 13.

What Capabilities Does ExecTech Require Under the Follow-On ITSS BPA?
According to the notice, ExecTech seeks vendors with experience providing engineering, integrated advisory, cybersecurity, operational and governance capabilities.
The office is interested in companies with demonstrated experience delivering on-demand advisory and executive IT advisory services; executing special projects and surge operations; developing and implementing quality control and performance management processes; implementing security engineering, backup and data protection; providing cloud engineering and DevOps support; and maintaining and supporting mission-critical applications, among other capability requirements.
The new BPA will have a one-year base period and four option years.
Why Is the State Department’s ExecTech Office Seeking Industry Input?
ExecTech is seeking information as part of a market research effort in accordance with the Federal Acquisition Regulation. The office also aims to identify qualified 8(a) businesses capable of providing IT support services under the proposed follow-on BPA.
Improvix Technologies, an 8(a) program participant, currently provides IT services for ExecTech under a BPA. The two remaining task orders under the agreement are due to expire on May 15.
