The Naval Information Warfare Center Pacific is soliciting proposals for the development and fielding of intelligence, surveillance and reconnaissance systems capable of detecting and countering emerging threats.
In a notice posted on SAM.gov Tuesday, the NIWC Pacific said the government will award multiple indefinite-delivery/indefinite quantity contracts valued at up to $349.9 million in total for the required services.

What Services Are Covered in the Navy’s ISR Contract?
The effort, called the ISR Systems and Information Operations from Seabed to Space, covers the provision of technical support across the full lifecycle of ISR capabilities, hardware and software development, algorithm development, data design processing, systems engineering, installation, testing, deployment, maintenance, training and analysis.
The Navy also wants its ISR systems to incorporate the latest technologies and capabilities, including tactical data and automated radio communication equipment, satellite terminals, and autonomous or non-autonomous platforms for space, air, land and water.
Work will be performed on afloat vessels, in port and at sea. The anticipated period of performance is seven years.
Proposals are due on Jan. 31, 2026.
The ISR Systems and Information Operations from Seabed to Space contract is a follow-up to a similar procurement effort the Navy launched in 2020. Parsons secured a contract in 2021 from NIWC Pacific to support the Navy’s development and fielding of ISR systems.
