GSA Releases Lists of Apparent OASIS+ Rolling Awardees Under 5 Small Business Tracks

The General Services Administration has issued the lists of apparent awardees under the rolling awards process for the Total Small Business; women-owned small business or WOSB; Historically Underutilized Business Zone, or HUBZone, small business; service-disabled veteran-owned small business, or SDVOSB; and 8(a) small business set-aside tracks of the One Acquisition Solution for Integrated Services Plus, or OASIS+, contract program.

In separate notices published Wednesday on SAM.gov, GSA said it will send formal awards and notices to proceed, or NTPs, as early as July 2 to OASIS+ Total SB, WOSB, HUBZone, SDVOSB and 8(a) rolling awardees across seven domains: management and advisory; technical and engineering; intelligence services; research and development; logistics; environmental; and facilities.

According to the agency, the newly awarded contracts will be available for ordering in GSA eBuy no later than one day following the issuance of NTPs and formal awards and upon registration within the Vendor Support Center, or VSC. The awardees must register their contracts in VSC before they become visible in eBuy and available for procurement.

The awards came a day after GSA issued a request for information on industry capabilities that could meet the requirements of the OASIS+ contract program’s Phase II. Responses to the RFI are due July 8.

OASIS+ Total Small Business Set-Aside

The GSA Office of Professional Services and Human Capital Categories selected eight vendors under the Total SB set-aside track.

According to the notice, six small businesses are authorized to participate in the management and advisory services domain; three in the technical and engineering category; one in research and development; one in logistics; and one in environmental services.

The apparent awardees are Advanced Strategic Insight, Aim for Advantage, Air Center Helicopters, Compel JV, Epigen Technology, Interactive Process Technology, RELYANT Global and Tribal Tech.

OASIS+ WOSB, SDVOSB & HUBZone Small Business Set-Asides

Under the three socioeconomic set-aside tracks, contracts are expected to be awarded to four WOSBs, three SDVOSBs and two HUBZone small businesses.

GSA said two SDVOSBs, three WOSBs and four HUBZone small business awardees are eligible to participate in the management and advisory services domain; two HUBZone, one SDVOSB and two WOSBs in the technical and engineering services category; and one HUBZone firm in the intelligence services domain.

For the environmental services category, only one HUBZone firm is authorized to participate.

Constant Solutions, Innovative Computing & Applied Technology, SOFITC3 and Tribal Tech are the apparent awardees under the WOSB set-aside track.

Under the SDVOSB set-aside, Advanced Strategic Insight, CyberBahn Federal Solutions and Interactive Process Technology are the selected vendors.

For the HUBZone set-aside contract, Adaptagon Joint Venture and Advent Services are the apparent awardees. 

OASIS+ 8(a) Small Business Set-Aside

GSA selected a total of 114 businesses for the contract program’s 8(a) set-aside track.

The agency said 78 apparent awardees are authorized to participate in the management and advisory services domain; 60 in the technical and engineering services category; 18 in facilities; 14 in intelligence services; three vendors in R&D; five in logistics; and seven in environmental services.

Previous Rolling Awards Under OASIS+ Unrestricted, 5 Small Business Tracks

In April, GSA issued the list of 110 awardees under the rolling awards for the Unrestricted track of the OASIS+ contract program.

In addition to the Unrestricted track, the agency also unveiled in early April the lists of apparent awardees as part of the rolling awards process for the Total SB, WOSB, SDVOSB, HUBZone and 8(a) small business set-aside tracks of the contract program.

What Is the OASIS+ Contract Program?

OASIS+ is a suite of six multiple-award, indefinite-delivery/indefinite-quantity contracts with a five-year base period and a five-year option term. The program is designed to help federal agencies meet their procurement requirements for services-based solutions.

The program seeks to meet agencies’ non-IT service requirements, promote competition among service contractors and eliminate barriers to entry to maximize small business participation.
