The U.S. Army has launched an on-ramp opportunity under the fourth iteration of the Total Engineering and Integration Services contract for information systems engineering and IT support services.

According to a solicitation notice published Tuesday, the service will accept offers for the TEIS IV on-ramp opportunity through Oct. 7.
What Are the Terms of the TEIS IV On-Ramp Solicitation?
The Army intends to make up to 10 awards under the on-ramp opportunity, including up to four reserved for small businesses, selected through full and open competition based on best value to the government, according to the solicitation.
The resulting TEIS IV multiple-award, indefinite-delivery/indefinite-quantity contracts will carry a five-year option ordering period, during which selected vendors will compete for firm-fixed-price and cost-plus-fixed-fee task orders. The pool’s maximum contract value is $400 million, with individual orders to be issued under FAR ordering procedures.
What Is the Scope of the TEIS IV Contract?
Awardees will deliver information systems engineering and IT support services to the U.S. Army Information Systems Engineering Command or USAISEC, across the full life cycle of its projects, spanning planning, design, development, engineering, implementation, procurement, logistics, evaluation, testing, sustainment and systems retirement.
According to the performance work statement, the contractors will conduct engineering and site surveys to gather technical and facility data supporting system design work, and will support information systems engineering efforts that translate operational requirements into system designs. The contract also includes cybersecurity engineering and assessment support tied to the Risk Management Framework, along with additional task areas covering systems integration and installation, test and evaluation, software development, technical documentation and project management support.
Work will be performed at locations worldwide, primarily at established sites with secure, adequate infrastructure, though the contract also anticipates work in remote or austere environments with limited infrastructure. Certain task orders may require personnel to operate in highly secure facilities requiring the highest level of security clearance.
Which Companies Have Supported the TEIS IV Contract So Far?
The Army added Advanced IT Concepts, M.C. Dean and TekSynap to the TEIS IV contract in November 2021, expanding a roster that originally included General Dynamics Information Technology, NCI Information Systems and SAIC. The addition brought the total number of prime awardees to six under the 10-year, $800 million multiple-award vehicle supporting USAISEC’s global information systems engineering and IT support mission.
In 2023, Empower AI, formerly NCI Information Systems, secured a task order under TEIS IV supporting the Army’s C5ISR initiatives. The award covers life cycle management for cybersecurity operations, security controls assessment and validation, and general IT support.
