Xpect Solutions has launched Adaptive Authority and Adaptive Spectra, two proprietary platforms designed to help federal agencies modernize security authorization and software delivery processes.

The company said Thursday the two platforms represent the first offerings in its expanding portfolio of productized solutions for federal agencies.
What Is Adaptive Authority?
Adaptive Authority is Xpect’s continuous authorization platform, built to replace manual, inconsistent authorization steps with a standardized, repeatable process. It is designed to help federal security teams shorten authority to operate timelines by capturing compliance documentation as work occurs, rather than assembling it once a system is ready for review.
The platform supports existing governance, risk and compliance tools and current compliance frameworks, giving agencies a path from traditional point-in-time reviews toward ongoing, continuous authorization.
What Is Adaptive Spectra?
Adaptive Spectra is Xpect’s platform for turning federal mission requirements into secure, production-ready applications through a structured, security-first delivery process. Rather than starting from code, the platform begins with defined requirements, an approach intended to reduce one of the more common causes of failed software projects.
Adaptive Spectra incorporates security documentation and human review throughout development and is built for government and other regulated environments where auditability and governance are required alongside faster delivery.
What Did Xpect Solutions Officials Say About the Offerings?
Xpect Solutions CEO Yusuf Abdul-Salaam said the two platforms were developed with customer input and reflect years of supporting federal law enforcement missions where security, compliance and speed are essential.
“We saw the same challenges surface again and again, and we knew there was a better way. Adaptive Authority and Adaptive Spectra capture the knowledge, discipline, and operational expertise our teams have developed over years of delivery and make it repeatable for every customer,” the chief executive added.
Amaha Tsegaye, chief operating officer of Xpect Solutions, said Adaptive Authority and Adaptive Spectra reflect a broader strategy to turn the company’s operational knowledge into repeatable offerings as customer missions grow more complex.
“Our goal is simple: help agencies solve complex mission challenges faster, with greater confidence, and with outcomes they can sustain,” Tsegaye noted.
What Is Xpect Solutions?
Xpect Solutions is a Fairfax, Virginia-based technology company that provides enterprise IT, digital transformation, cybersecurity and secure AI and data analytics services to federal law enforcement and national security agencies. The company is a NewSpring Holdings platform company.
Xpect’s federal work includes a prime contract to provide professional IT services for the FBI’s Network Management Unit and Network Operations Center. The company also holds a contract with the National Institutes of Health covering security equipment installation, maintenance and access control help desk support across NIH’s Bethesda campus and several additional facilities in Maryland.
In January 2025, Xpect acquired GovDefender, a developer of secure digital media intake platforms for federal law enforcement customers, marking the company’s first acquisition since NewSpring took a majority stake in Xpect in October 2024.
