The Department of War said Tuesday DHA awarded the firm-fixed-price contract on Sept. 28.

What Are the Details of the DHA Contract?

Leidos will perform work in Reston, Virginia, through Jan. 28, 2028, with DHA funding the contract through fiscal 2026 operations and maintenance funds. The DHA Defense Healthcare Management Systems Contracting Division in Arlington, Virginia, is the contracting activity.

The contract’s scope will decrease over a 12-month period as DHA shifts work to other service contractors and builds direct relationships with solution providers.

What Is the Scope of the DHA Bridge Contract?

According to a notice of intent DHA posted on SAM.gov in June, the bridge award maintains continuity for MHS GENESIS as the agency transitions to a modular contracting approach to acquire capabilities directly from solution providers. The notice described the bridge as lasting no more than 12 months, with an optional six-month extension, while DHA defines requirements and acquisition strategies for specific capability areas.

The notice outlined the following services:

  • Software licensing and subscriptions: Leidos currently procures and manages the commercial off-the-shelf licenses supporting MHS GENESIS. During the bridge period, the government plans to transition certain licenses to direct maintenance and software-as-a-service agreements in phases.
  • Hosting: Leidos provides or coordinates on-premises and cloud hosting that connects MHS GENESIS to military treatment facilities worldwide. The contract includes Oracle cloud hosting until DHA establishes a direct agreement with Oracle.
  • System integration: Leidos will maintain the interfaces connecting the platform’s software components and perform sustainment engineering, testing, cybersecurity accreditation and database administration.
  • Transition support: Leidos will document its sustainment processes and interface configurations and support knowledge transfer as additional vendors join the program.

DHA also included optional contract line items to ensure uninterrupted service if awards to the first direct solution contractors, Amwell, Philips and Oracle, are delayed.

What Other Health IT Contracting Efforts Has DHA Pursued?

In July, Leidos was one of 12 companies selected for spots on a $300 million contract supporting deployment activities for DHA’s Program Executive Office for Defense Healthcare Management Systems, or PEO DHMS. The awardees will provide services and materials for on-demand deployment of products within the PEO DHMS portfolio, which includes MHS GENESIS.

In December 2025, DHA sought industry feedback on its draft contract strategy for the MHS GENESIS electronic health record follow-on. The draft proposes a structure that separates program management office support from product and service support.
