The U.S. Customs and Border Protection is preparing to award a contract vehicle valued at more than $100 million to support the modernization of mission and business applications throughout the agency.
What Is the DIMOD Modernization Effort?
According to a notice posted Wednesday on the Department of Homeland Security’s Acquisition Planning Forecast System, the Design Intelligence Mission Modernization Hub, or DIMOD, is intended to provide CBP with an adaptable and scalable approach for updating mission applications throughout the agency’s mission support and operational systems for enforcement, trade, traveler processing, and employee and external user management.
Under the contract, CBP is seeking a consistent, mission-centered modernization approach built around Design Intelligence as its standard delivery model, combining human-centered design, Agile/Lean methods, DevSecOps practices and cloud-native engineering.
CBP’s DIMOD initiative aligns with broader DHS priorities in AI, cyber defense and technology modernization. How Will the Award Be Structured?
CBP intends to pursue the award as a Phase III Small Business Innovation Research and Small Business Technology Transfer contract, allowing a direct award to an eligible small business under the program. Steampunk holds an SBIR Phase I award connected to the effort and is listed as the incumbent on the follow-on requirement.
The contract will combine an indefinite-delivery structure with the SBIR framework and work will be performed in Washington. CBP expects to release a solicitation Aug. 24 and anticipates an award in the fourth quarter of fiscal year 2026, with performance running through Sept. 29, 2027.
