Navy Issues Solicitation for T-6/T-34 Aircraft Maintenance & Logistics Support Contract

Naval Air Systems Command has released a request for proposals for a potential single-award, indefinite-delivery/indefinite-quantity contract to provide aircraft maintenance and contractor logistics support for the U.S. Navy’s T-6 and T-34 aircraft programs.

According to a notice published Monday, NAVAIR said it will accept questions and feedback on the solicitation through Aug. 27, with offers due by Sept. 30.

What Aircraft Maintenance & Logistics Support Does the Solicitation Cover?

For the T-6 aircraft, the contractor logistics support requirement covers organizational-level maintenance at Naval Air Station Corpus Christi in Texas, NAS Pensacola in Florida and NAS Whiting Field in Florida, along with intermediate-level support at NAS Whiting Field and limited intermediate-level support at NAS Corpus Christi. On-site depot-level maintenance will be performed at all sites as directed by the administrative contracting officer.

For the T-34 aircraft, the support requirement includes organizational-, intermediate- and, when the government determines it necessary, on-site depot-level support. The T-34 work covers labor, services, real property, equipment and material, except where the government provides these items, at Marine Corps Air Station Miramar in California, Naval Air Facility El Centro in California, NAS Lemoore in California and NAS Oceana in Virginia.

What Is the Anticipated Structure of the Contract?

NAVAIR said the effort is expected to be a standalone, single-award IDIQ, D-type contract pursued through full and open competition.

The anticipated pricing structure includes three components:

  • Firm-fixed-price line items for monthly aircraft maintenance and site support, aircraft preservation and depreservation, and detachment mobilization and demobilization efforts
  • Composite hourly firm-fixed-price line items for premium labor, engineering services and over-and-above maintenance
  • Cost-reimbursement line items for parts, materials and emergent travel and training

Because a portion of the resulting contract will be cost-type, the successful offeror will need a government-approved accounting system at the time of award.
