The U.S. Citizenship and Immigration Services is seeking an industry partner capable of providing DevSecOps, data processing and analytic services under its $100 million Security Operation Analytics Resource, or SOAR, program. The agency said in a notice posted on the Department of Homeland Security’s Acquisition Planning Forecast System Friday that the program will support fraud detection, national security and public safety operations across the agency.
The notice is for market research only. USCIS intends to issue a formal request for proposals in September, with a contract expected to be awarded in the second quarter of fiscal 2027.

What Services Is USCIS Seeking Under the SOAR Program?
Work on the SOAR program covers algorithm enhancements and internal and external application standardization across the USCIS. The program will also support the integration and maintenance of applications operating under the agency’s established development frameworks, including required gates, safeguards and compliance measures.
The program’s anticipated period of performance is through September 2032. Work will be performed in Camp Springs, Maryland.
How Does the SOAR Program Align With Prior USCIS IT Contracts?
USCIS has previously awarded contracts supporting similar IT modernization and operational efforts. In May 2024, IBM secured a potential $279 million contract to develop and maintain software systems for the Verification Information System, or VIS. The effort included cloud-based DevSecOps work and support for platforms such as E-Verify and the Systematic Alien Verification for Entitlements program.
In September 2023, Amentum won a $282.5 million contract to support the agency’s Application Support Center operations, which handle biometric and biographical data collection for immigration benefit applicants. The work includes managing appointments for fingerprints, photographs and electronic signatures and is scheduled to run through June 2028.
