Oracle has received a potential 10-year, $6.99 billion indefinite-delivery/indefinite-quantity contract from the U.S. Navy under the Department of War’s Enterprise Software Initiative, or ESI.

DOW said Thursday the agreement, negotiated by the Department of the Navy, consolidates the department’s on-premises Oracle usage into a single-award contract and is projected to generate at least $441 million in savings over its lifecycle.
What Is the Scope of the Contract?
The firm-fixed-price, IDIQ contract has a five-year base period worth approximately $3.31 billion and a five-year option term that could bring the contract ceiling to nearly $7 billion if exercised.
The agreement covers the entire DOW as well as the Coast Guard and the intelligence community. Authorized organizations will be able to procure Oracle software licenses, software-as-a-service offerings, maintenance and support renewals, customer success services and Oracle consulting services through task and delivery orders tailored to specific mission requirements.
DOW said it will obligate funds under individual task orders depending on the specifics of each requirement. The Naval Information Warfare Center Pacific in San Diego is the contracting activity.
The award came a month after the Office of Personnel Management awarded Oracle a potential 10-year, $396 million contract to provide a cloud-based human capital management platform designed to meet federal operational and regulatory requirements.
What Did DOW & Oracle Officials Say About the Award?
“By fundamentally improving how we procure on-premises Oracle capabilities, we are driving at least $441 million in taxpayer savings while rapidly and effectively serving our warfighters,” said Kirsten Davies, chief information officer of DOW and a 2026 Wash100 awardee. “This nearly $7 billion agreement with Oracle strengthens our digital ecosystem, supporting our warfighters with secure, scalable technology to dominate current and future missions.”
Barry Tanner, performing the duties of CIO for the Department of the Navy, said the agreement will help Navy and Marine Corps teams access secure, scalable software more quickly.
“Reducing fragmented procurement and advancing enterprise standardization will strengthen interoperability, reduce cybersecurity risk, and help us focus resources on resilient capabilities that can scale, integrate, and endure in contested conditions,” Tanner added.
“For the Department of War, the challenge is not just finding the right technology, it’s doing so quickly, compliantly, and at scale, without getting bogged down by complex procurement processes,” said Kim Lynch, executive vice president of government, defense and intelligence at Oracle and a 2026 Wash100 honoree. “ESI is designed to address those challenges by creating a more standardized and efficient path to Oracle cloud and AI technology tuned to support mission-critical scenarios.”
What Is the DOW Enterprise Software Initiative?
ESI is a joint enterprise acquisition program designed to consolidate commercial software agreements across the department and provide standardized software purchasing and license management capabilities.
The initiative supports enterprisewide procurement of commercial-off-the-shelf IT products and services intended to improve cost efficiency and streamline acquisition processes across defense organizations.
In May, the Navy awarded the federal arm of Dell Technologies a potential $9.7 billion follow-on blanket purchase agreement under ESI.
