The Department of Homeland Security plans to launch a competition for a follow-on requirement for advisory and assistance services in support of the DHS Countering Weapons of Mass Destruction Office’s Operations Support Directorate, or OSD, and Information Analysis Directorate, or IAD.

According to separate notices published on the Acquisition Planning Forecast System, the DHS CWMD Office expects the contract requirement to be worth $50 million to $100 million and plans to award the recompete contracts under the One Acquisition Solution for Integrated Services Plus, or OASIS+, contract vehicle.
DHS CWMD Office’s Operations Support Directorate
According to an AFPS notice published Aug. 27, OSD within the CWMD Office needs administrative, programmatic, training, exercise and information coordination support to improve its ability to prevent terrorists and other threat actors from using weapons of mass destruction and support operational partners in addressing capability gaps.
OSD develops CWMD capabilities of DHS components and federal, state, local, territorial and tribal partners and provides resources for CWMD, including training, material support and CWMD detection. Some of the directorate’s programs and projects that require advisory and assistance services include outreach, events and OSD tasking coordination; biological programs; training and exercise; Mobile Detection Deployment Program; and chemical defense coordination.
According to AFPS, LMI is the incumbent contractor.
DHS anticipates the release of a solicitation by December and expects to award the contract by the second quarter of fiscal year 2026.
Work will be performed in Washington, D.C., with an expected completion date of Sept. 29, 2027.
DHS CWMD Office’s Information Analysis Directorate
IAD also requires systems engineering, information analysis, programmatic, outreach, reporting and scientific support services to enhance capabilities to counter the use of weapons of mass destruction, according to the AFPS notice published Tuesday.
For this contract requirement, Noblis is the incumbent contractor.
DHS expects to issue a solicitation by February 2026 and expects to make an award by the third quarter of fiscal year 2026.
Contract work will occur in Washington, D.C., with an expected completion date of June 17, 2031.
