The U.S. Army has awarded a $127 million contract to ECS Riptide Ventures for continued support of the One Semi-Automated Forces program, a cornerstone of the Army’s modeling and simulation enterprise.
The contract award, posted on SAM.gov on Wednesday, was competitively procured, with five bids received.
Supporting Force Modernization Through Simulation
OneSAF supports modeling and simulation of force modernization and transformation initiatives, covering individual weapons systems, and below-level combat and brigade-level operations. The Army Program Executive Office for Simulation, Training and Instrumentation oversees the program, which requires development, testing, integration, interoperability and delivery of software and data products to support modeling and simulation efforts. The program is central to Army communities engaged in acquisition, experimentation, intelligence, training and evaluation.
Scope of the Contract
The new award calls for the delivery of the OneSAF requirements to the assistant program manager and the OneSAF user community.
Work locations and funding will be determined with each order, with an estimated completion date of Sept. 4, 2031.
OneSAF User Community
The user community for OneSAF extends well beyond Army offices. It includes other program executive offices and program managers; Training and Doctrine Command Battle Labs; Research, Development and Engineering Centers; other Department of Defense services and joint agencies; government civilian organizations; academic institutions; foreign partners; and other OneSAF co-developers.
Cloud-Based Modernization
As part of modernization efforts, OneSAF also supports the Army’s shift toward cloud- and web-based software. Moving to cloud platforms is intended to reduce hardware and maintenance costs while enabling scalable, distributed training.
